The Migrant Domestic Worker Employer Orientation Course (MDW EOP) is designed to help first-time employers understand their roles and responsibilities when hiring a Migrant Domestic Worker (MDW).

As required by the Ministry of Manpower (MOM), first-time MDW employers must complete the employer orientation course (EOP) before hiring an MDW.

The programme is available in both online and classroom formats. Participants may choose either mode of delivery to complete the course and receive their certificate.

What is the Employers’ Orientation Programme (EOP)?

The Employers’ Orientation Programme, also known as EOP, helps employers understand their key responsibilities when hiring and managing a Migrant Domestic Worker.

If you are hiring an MDW for the first time, you should complete the EOP at least 2 working days before submitting the Work Permit application, so that your attendance record can be processed in time.

Who is required to attend the EOP?

You are required to attend the EOP if you are employing a Migrant Domestic Worker for the first time, unless you qualify for an exemption under MOM’s prevailing requirements.

Your EOP attendance generally does not expire unless MOM informs you otherwise. However, if you previously employed an MDW before 2004 and wish to employ one again, you may be required to complete the EOP before applying for a new MDW.

How do I register for the EOP?

You may register for either the online EOP or the classroom-based EOP, depending on your preference and eligibility.

Please ensure that the details used for your EOP registration match the information in your MDW Work Permit application, so that MOM can match your records correctly.

For online EOP, you will need a valid Singpass to access the course after registration.

For classroom EOP, please select an available class date from the published schedule. Class dates may be changed or rescheduled if they fall on public holidays or due to operational reasons.

After completing the EOP, please allow about 2 working days before submitting your MDW Work Permit application to MOM.

Why do I need to complete the EOP?

The Employers’ Orientation Programme helps you understand your duties, responsibilities, and obligations when employing a Migrant Domestic Worker. It also provides important information on employment regulations, good employer practices, and how to protect the well-being of both you and your MDW.

Who is considered a Frequent Change Employer?

A Frequent Change Employer generally refers to an employer who has changed more than 3 Migrant Domestic Workers within a 12-month period. Such employers may be required to attend the EOP before hiring another MDW.

Can I use a tablet or mobile phone to complete the online EOP?

Yes. The online EOP can be accessed using mobile devices such as tablets and smartphones. However, for the best learning experience, we recommend using a laptop, desktop, or a device with a stable internet connection and a comfortable screen size.

Do I need Singpass to register for the EOP?

Singpass may not be required at the point of registration. However, you may need to use your Singpass to access or complete the online EOP, depending on the system requirements.

What languages are available for the EOP?

The EOP is available in English, Chinese, Malay, and Tamil. These language options are available for both online and classroom-based delivery, subject to schedule availability.

What should I bring for the classroom EOP?

For classroom-based EOP, please bring your original photo identification document for verification. The identification document should match the NRIC or FIN number used during registration.

I am a foreigner and do not have a FIN. Can I still attend the EOP?

A valid Foreign Identification Number, also known as FIN, is generally required to attend the EOP. If you do not have a FIN, please check with the relevant authorities or contact us before registering.

I am a foreigner bringing my own MDW into Singapore. Do I still need to attend the EOP?

Yes. If you are employing a Migrant Domestic Worker in Singapore for the first time, you are required to complete the EOP, even if the MDW is already known to you or is brought in from overseas.

I registered for the online EOP. Can I complete it at my own pace?

Yes. The online EOP allows you to learn at your own pace. You may log out and continue later, as long as your account remains active. Please ensure that you complete the course within the permitted access period so that your EOP completion can be recorded before your MDW application is processed.

I registered for the classroom EOP. Can I change my class date?

Requests to change or postpone a classroom EOP session are subject to our terms and conditions, availability of future classes, and administrative approval. Please contact us as early as possible if you need to make changes to your booking.

Can I get a refund if my MDW’s Work Permit application is rejected?

Course fees are generally not refundable once the EOP has been attended or completed. However, your completed EOP may still be used for future MDW Work Permit applications, subject to MOM’s prevailing requirements.

After completing the EOP, when can I apply for my MDW’s Work Permit?

You may proceed with your MDW Work Permit application after your EOP completion has been processed. As a general guide, this may take around 2 working days after you have attended or completed the programme. Please refer to MOM’s latest requirements for confirmation.
